HABC Proposes Safety and Security Plan for Gilmor Homes

Agency focuses on improving the housing and quality of life for residents

(Baltimore, MD January 17, 2018) – Recently, the Housing Authority of Baltimore City (HABC) held an informative meeting for Gilmor Homes residents to discuss plans to address security issues at the public housing development. HABC introduced a short-term plan to demolish six walk-up buildings at Gilmor Homes located on Spray Court, Vincent Court and Bruce Court, which present particular challenges due to their physical conditions and the safety concerns that they pose.

The care and safety of the residents who live in HABC’s public housing communities are of utmost concern for HABC. “At a time when our City has a vested interest to keep families and the neighborhoods they live in safe and secure, our focus is on facilitating environments that support safety and security, as well as improving the housing and quality of life for HABC residents,” says HABC Executive Director, Janet Abrahams.

HABC is in the preliminary stages of the Gilmor Homes plan. The agency anticipates that planning and design will occur over the next 18 months. In order to move forward, HABC must gain approval from the HABC Board of Commissioners and then submit an application to the U.S. Department of Housing and Urban Development (HUD) in April. If the plan moves forward as expected, demolition is expected to occur in 2019.

HABC is mindful of the magnitude and the changes that this project imposes upon Gilmor Homes residents and the surrounding community. In a concerted effort to be transparent about the proposed plan for the community, HABC has actively met with the HABC Board of Commissioners, Mayor Catherine E. Pugh, the general population of residents from Gilmor Homes, the HABC Resident Advisory Board (RAB), the Gilmor Homes Tenant Council, and the Baltimore City Council, and has also reached out to elected officials from the state. HABC will continue to involve residents and other stakeholders as the plan for Gilmor is finalized.
