Metro Heights at Mondawmin Groundbreaking

Metro Heights at Mondawmin is an affordable rental housing development that will be constructed and operated by Enterprise Homes. Harkins Builders, Inc. will act as the general contractor. Marks Thomas Architects will provide architectural services.

Enterprise Homes, Inc., submitted an application on July 13, 2015 to the DHCD Office of Project Finance in response to the summer 2015 Notice of Funding Availability (NOFA) for project based housing vouchers for units serving Non Elderly Person with Disabilities (NEDS) or Uniform Federal Accessibility Standards (UFAS) certified units. Enterprise received the commitment letter approving the 18 project based units on August 27, 2015.

The site for the project is currently comprised of 12 vacant and abandoned lots and structures, totaling approximately one acre. These properties have been acquired from the City’s Department of Housing and Community Development (DHCD) through its Vacant to Value program and conveyed through a Land Disposition Agreement.

The site is located on the 2700 block of Reisterstown Road in the Liberty Square neighborhood of West Baltimore directly across the street from Mondawmin Mall and Metro Station. The area has been the focus of substantial investment encompassing a myriad of project types including residential, retail, office, institutional, and cultural. By strategically placing Metro Heights, Enterprise Homes fulfills the Greater Mondawmin Area Master Plan’s goal of addressing pockets of blight by strategically placing new development in areas where residents can utilize area amenities.

Metro Heights will be comprised of 70 units of general multifamily occupancy and will consists of a mix of one-bedroom, two-bedroom, and three-bedrooms, will have 43 surface parking spaces, of which 33 spaces will be in a below grade parking garage and the remaining 10 spaces will be in a surface parking lot, and will offer a number of onsite amenities including open space, a multi-purpose room, fitness center and a TV lounge.

Of the 70 units, 18 units will be reserved for households with incomes at or below 30% of the area median income, adjusted for family size (“AMI”), 14 units will be reserved for households with incomes at 40% or less of AMI, 20 units will be reserved for households with incomes of 50% or less of AMI, 11 units will be reserved for households with incomes of 60% or less of AMI, and 7 units will not have any income restrictions. The project will also be built in conformance with LEED Silver standards, creating a healthier and more energy efficient environment for the residents.

As a condition for receiving the HOME Loan, Metro Heights Limited Partnership has agreed to provide not less than 15% of the one-bedroom units (i.e., 11 units) targeted and restricted to non-elderly disabled residents (“NEDs”) earning 30% or less of the AMI. Metro Heights Limited Partnership has further agreed to provide an additional seven units, of which two are to be one-bedroom units, two are to be two-bedroom units, and three are to be three-bedroom units, that will be targeted and restricted to individuals or families who meet the definition of “chronically homeless” as set forth by the United States Department of Housing and Urban Development (the “CH Units”). The Housing Authority of Baltimore City (HABC) intends to support the Project by providing Project-Based Section 8 subsidies for these eighteen (18) units. The NEDs units will be restricted for at least fifteen (15) years in accordance with and meeting the requirement of the Bailey Consent Decree.

The leasing process is expected to begin on December 18, 2017. Prior to leasing any of the CH units, Enterprise will contact the Mayor’s Office of Human Services (MOHS), or its designee, to obtain referrals of applicants who are eligible to lease the CH Units. MOHS will continue to refer CH applicants until the Enterprise leases all of the CH Units to qualified applicants. Once a CH Unit is leased, it will become designated for CH applicants under the terms of the HAP contract for the project.
