Project SCOPE

Baltimore Housing's Office of Real Property Disposition and the Department of Real Estate of the City of Baltimore worked with the Greater Baltimore Board of REALTORS, the Baltimore Efficiency and Economy Foundation (BEEF) and the Goldseker Foundation to design a cooperative endeavor that enables members of GBBR and/or the Real Estate Brokers of Baltimore to list and market selected City-owned properties. This pilot initiative is known as Project SCOPE.
Here's how it works

Properties are selected by the city and offered to realtors who list them in the statewide Multiple Listing Service (MRIS). To make an offer on a property, simply contact the listing agent identified.

In most cases, offers are accepted on SCOPE properties for a pre-determined period of time, at which time they are are reviewed by the City. If there is no deadline date set, offers are reviewed on a weekly basis. Deadline dates are specified on the listing sheet.

The City typically does not review offers below the list price for a property until the property has been listed for more than two weeks. Offers are typically awarded or rejected within 10 days of the review. From award, it can take one or two weeks for final approval by the City's Board of Estimates. Settlement is expected to occur within 60 days of Board approval. Buyers need to demonstrate financial capacity to fully redevelop the properties in order to be awarded and settle on a property. The City will not accept incomplete contracts and cash offers.

The cost estimates are based on rough square footage and supplied for feasibility purposes and may be subject to change upon further inspection of the properties. This estimate should NOT be used as a basis for bidding or project funding. The purchaser or the contractor must verify the actual physical conditions in order to ascertain measurements and costs. The actual construction cost may vary up or down depending on the actual physical condition of the property and on the quality of fixtures, materials, the contractor selected and professional services. The City of Baltimore assumes no liability for any actual construction cost that differs from this cost estimate.
