Planning and Development
The Office of Planning and Development is responsible for the redevelopment of its public housing stock through the use of the mixed-finance public development method. The goal, using a combination of public and private financing and partnerships, is to develop public housing that is integrated physically, socially, and economically with the greater community, thus improving job availability, community services, and citizen self-sufficiency. P&D strives to achieve its goals by operating as a private real estate company and providing the following services:
Real Estate Development:
Identifies public housing developments in need of redevelopment. Through use of federally subsidized HOPE VI funds, Replacement Housing Factor Funds, or the Capital Fund Program, P&D has been able to redevelop six (6) Baltimore City public housing developments, which include:

DHCD Support:
Offers support to the Department of Housing and Community Development (DHCD) on city-owned properties. In conjunction with the DHCD, the P&D consolidates joint ownership and redevelopment efforts of various city-owned and HABC scattered-site properties for the purpose of community revitalization and improvement. DHCD and HABC are working together to redevelop the following neighborhoods using a variety of financing sources such as the HUD Up-Front Grant, CDBG Funds, Home Funds, and the Capital Fund:
