Kimberly A. Graham

Kimberly initially held the position of the Human Resources Director from 2006-2013, and rejoined the Housing Authority of Baltimore City (HABC) as the Chief Human Resources Officer in 2016. Prior to rejoining HABC, Kimberly was a consultant advising organizations through stages of creation, growth, and stabilization. She has 18-years of human resources experience with a concentration in labor relations including workforce planning, recruiting, performance management, employee development and engagement. She also hassignificant experience managing benefits, public pension plans, compliance issues and compensation.

During her prior tenure with HABC, Kimberly successfully negotiated several collective bargaining agreements, developed a new performance management tool and led a significant communication plan for the restructuring of the pension plan. In addition, she participated in internal firm projects regarding quality, marketing, and process improvement.

Kimberly is a graduate of Hampton University where she received her Bachelor of Arts and a Master's degree from Howard University. Kimberly also received certifications in Benefits Administration, Retirement Plans and a Certificate of Achievement in Public Pension Plans (CAPPP) with the International Foundation of Employee Benefit Plans (IFEBP). Kimberly is a member of the Society for Human Resource Management (SHRM), and served on the 2016 Spring Conference Committee for the Chesapeake HR Association (CHRA).
