A draft of the FY 2011 Annual Plan is available to the public for review and comment. The deadline to submit all comments is March 29, 2010, which is also the date of the public meeting, held in the Auditorium at Pleasant View Gardens, 201 N. Aisquith Street, at 6:00 pm (this address is handicapped-accessible and American Sign Language interpreters will be present.) The purpose of the meeting is to receive comments from the public on HABC’s proposed FY 2011 Annual Plan.

The FY 2009/CFY 2010 Draft Annual Action Plan marks the forth year of the five year Consolidated Plan and identifies the activities to be undertaken during the program year.

At the request of Mayor Sheila Dixon, the Department of Housing and Community Development (HCD) announces a plan to create a land bank that can be implemented within 12 months. The Department of Housing and Community Development proposes a 3 step approach that will return abandoned properties to productive use. The plan will require that the City:
(1) Place responsibility for abandoned property suitable for development or redevelopment under management and control of a central agency
(2) Provide that agency with authority to sell abandoned property subject to routine reporting and auditing requirements; and
(3) Create a non-profit land bank entity with authority to acquire, maintain, and sell abandoned property on behalf of the City.

The Consolidated Plan is a federally required planning document that helps guide and describe community development efforts in Baltimore City and serves as the application request for funding from four federal housing and community development programs.
