The empty and shuttered Uplands Apartments was a blighting and dangerous presence in west Baltimore throughout the late 1990's. In 2003 the City of Baltimore purchased the site and began efforts to redevelop the 52-acre complex to improve the quality of life for its residents and neighbors. The City envisioned a mixed-income, mixed-use community rising on the site, integrated with and enriching the surrounding neighborhoods and forming a proud new gateway that would convey the City's diversity and vitality.

The master plan calls for the development of 696 new units, including 481 affordable and market-rate for-sale units. The plan is urban and the housing types are modern, including small-lot singles, row houses and duplexes, grand four-plex "mansionettes", and

rental and for-sale multi-family buildings of higher density along Edmondson Avenue. The development scale and product mix are strongly supported by a market study that revealed significant regional demand for an urban neighborhood housing product distinct from the suburbs.

In 2004, Martin O'Malley announced that the City was in the process of purchasing two additional nearby sites - the former Gundry Glass estate and the New Psalmist Baptist Church campus. This additional 34 acres will allow the City to build an additional 400 units of housing for working families and help stabilize the surrounding community.
