2009 DRAFT Annual Plan

PLEASE NOTE: Due to information recently released from HUD, the Housing Authority of Baltimore City (HABC) has suspended the planning process for its Fiscal year 2009 Annual Plan. When HABC resumes the planning process, a new notice of the comment period and public meeting will be issued.   The public meeting scheduled for April 17, 2008 at Pleasant View Gardens is cancelled.    

A draft copy of the Housing Authority of Baltimore City (HABC) FY 2009 Annual Plan is now available for review and comment from March 17, 2008 through April 16, 2008.

2007-2008 Annual Action Plan
The FY 2007/CFY 2008 Annual Action Plan marks the third year of the five year Consolidated Plan and identifies the activities to be undertaken during the program year.

Baltimore City Land Bank

At the request of Mayor Sheila Dixon, the Department of Housing and Community Development (HCD) announces a plan to create a land bank that can be implemented within 12 months. The Department of Housing and Community Development proposes a 3 step approach that will return abandoned properties to productive use. The plan will require that the City:

(1) Place responsibility for abandoned property suitable for development or redevelopment under management and control of a central agency

(2) Provide that agency with authority to sell abandoned property subject to routine reporting and auditing requirements; and

(3) Create a non-profit land bank entity with authority to acquire, maintain, and sell abandoned property on behalf of the City.
