Planning and Development

The Office of Planning and Development (P&D) of the Housing Authority of Baltimore City (HABC) is responsible for the redevelopment of its public housing stock through the use of the mixed-finance public development method. The goal, using a combination of public and private financing and partnerships, is to develop public housing that is integrated physically, socially, and economically with the greater community, thus improving job availability, community services, and citizen self-sufficiency. P&D strives to achieve its goals by operating as a private real estate company and providing the following services:

Market Analysis:
Conducts a market analysis of Baltimore City’s housing stock based on two criteria: physical needs and supply and demand. A physical needs assessment investigates whether HABC developments are up to par with current federal modernization and energy conservation standards, and uphold lead-based paint testing and abatement requirements. The supply and demand analysis assesses the need for affordable and public housing in Baltimore City. Once these analyses are conducted, P&D determines an appropriate course of action for Baltimore’s public housing stock.

Real Estate Development:
Identifies public housing developments in need of redevelopment. Through use of federally subsidized HOPE VI funds, Replacement Housing Factor Funds, or the Capital Fund Program, P&D has been able to redevelop six (6) Baltimore City public housing developments, which include:

- Pleasant View Gardens (formerly Lafayette)
- The Townes at the Terraces (formerly Lexington Terrace)
- Claremont Homes
- Heritage Crossing (formerly Murphy Homes)
- Broadway Overlook (formerly Broadway Homes)
- Flag House Courts

P&D is also at various stages of planning the following redevelopment projects using the Capital Fund, HUD Up-Front Grant money and other public and private financing sources:

- St. Ambrose
- Homes for America
- West Hills Square
- Freedom Village
- O’Donnell Heights
- Reservoir Hill

DHCD Support:
Offers support to the Department of Housing and Community Development (DHCD) on city-owned properties. In conjunction with the DHCD, the P&D consolidates joint ownership and redevelopment efforts of various city-owned and HABC scattered-site properties for the purpose of community revitalization and improvement. DHCD and HABC are working together to redevelop the following neighborhoods using a variety of financing sources such as the HUD Up-Front Grant, CDBG Funds, Home Funds, and the Capital Fund:

- South Charles Village/Barclay
- Sharp/Leadenhall
- Uplands
- Park Heights

Capital Planning:
Through use of the Capital Fund Program (CFP), the P&D is able to rehabilitate and redevelop Baltimore’s housing stock. The CFP is a formula-based program authorized under the Public Housing Reform Act to fund capital improvements, which is applicable to all Local Housing Agencies (LHAs) regardless of size, such as the HABC. The HABC is required to develop a 5-year plan, outlining the agency mission, strategic goals and objectives, and the expenditure of capital funds. Capital funds are distributed to Baltimore’s public housing developments by the Director of Capital Planning; a position formerly located in the HABC’s Office of Construction and Engineering, but which is now in the Office of Planning and Development.
