Community Action Partnership
The mission of the division is to serve as the local advocate
and agent in working to eliminate poverty in Baltimore City.
Low-income Baltimore City residents can turn to this Division
for help with many topics:
- Education
- Emergency Services
- Employment
- Energy/utility bills
- Health Care
- Housing
- Income Management
- Social Services
- Special programs for youth and senior citizens
- Tax Preparation

Residents can apply for assistance either by phone or in person.
You can apply in person in any of seven locations: the Division's
six Community
Action Centers or at the Home Energy Program Office (OHEP).
In an intake appointment, you will meet with a Community Action
worker who will find out what kind of help you need. Community
Action Division staff work closely with other HABC departments
as well as other city agencies, including the Department of
Social Services and Department of Health. These connections
provide access to a wide range of services.
