Civil Rights Laws
The following Civil Rights laws, Executive Orders, and Section 3 Requirements are applicable to the Housing Authority of Baltimore City and the Department of Housing and Community Development:

Section 3 of the HUD Act of 1968
(a) Pursuant to Title VI of the Civil Rights Act of 1964:
Discrimination on the grounds of race, color, or national origin shall be prohibited. No person shall be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving Federal financial assistance.
(b) Pursuant to Title I, Section 109 of the Housing and Community Development Act of 1974, as amended:
No person shall, on the grounds of race, color, national origin or sex be excluded from the participation in, be denied the benefits of, or be subjected to discrimination under any program or activity funded in whole or in part with funds made available under this Title.
(c) Pursuant to the Fair Housing Act, as ammeded:
Discrimination on the basis of race, color, sex, familial status (families with children), disability, or national origin in the sale, rental and financing of dwellings is prohibited.
(d) Pursuant to the Age Discrimination Act of 1975, as amended:
Discrimination on the basis of age in programs or activities receiving Federal financial assistance is prohibited.
(e) Pursuant to Section 504 of the Rehabilitation Act of 1973, as amended:
Discrimination on the basis of handicap in all programs and activities receiving Federal financial assistance is prohibited.
(f) Pursuant to the Americans with Disabilities Act of 1990:
Discrimination against a qualified individual with a disability because of the disability of such an individual in regard to job application procedures, the hiring, advancement, or discharge of employees, employee compensation, job training and other terms, conditions, and privileges of employment is prohibited.
(g) Pursuant to Executive Order 11246:
Discrimination against any employee or applicant for employment on the basis of race, color, religion, sex or national origin is prohibited. The Contractor will take affirmative action to ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin. Such action will include, but not be limited to, employment, upgrading, demotion, transfer, recruitment, advertising, layoff or termination, rates or pay, or other forms of compensation and selection for training, including apprenticeship programs. The Contractor agrees to post in conspicuous places, available to employees and applicants for employment, notices setting forth the provisions of this non-discrimination clause.
(h) Pursuant to Federal Executive Order 11625:
Arrangements for developing or coordinating a National Program for Minority Business Enterprises are prescribed. "Minority Business Enterprise" means a business enterprise that is owned or controlled by one or more socially or economically disadvantaged persons. Such persons include, but are not limited to, African-Americans, Puerto Ricans, Spanish-Speaking Americans, American Indians, Eskimos, Aleuts, Hasidic Jews, Asian Pacific Americans, and Asian Indians.
(I) Pursuant to Federal Executive Order 12138:
A national Women's Business Enterprise policy is created and arrangements for developing, coordinating and implementing a national program for women's business enterprises are prescribed.
(j) Pursuant to Executive Order 11063:
Equal Opportunity housing and related facilities provided by Federal financial assistance is required.
(k) Pursuant to Section 3 of the Housing and Urban Development Act of 1968:
Employment and economic opportunities generated by federal housing assistance are to be allocated to the "greatest extent feasible," toward low and very low-income persons, especially those receiving government housing assistant.
