Office of Procurement
Based on HUD's requirements, Baltimore Housing's procurement activities fall in to four categories:
Competitive Solicitations
Competitive procurement is conducted for purchases exceeding
$100,000 by either sealed bidding or competitive proposals.
Construction
Most construction contracts are awarded using sealed
bidding. All construction bids exceeding $25,000 must
be accompanied by a bid guarantee (Bid Bond), which
shall not be less than five percent (5 %) of the amount
of the bid. The successful bidder prior to execution
of any contract shall also submit a performance bond
and payment bond of 100% of the contract price.
Small Purchases
For purchases in excess of $1000 and up to $100,000,
three quotes shall be solicited. Quotes may be verbal
or written and be received by telephone, fax or e-mail.
For purchases up to $1000, buyers may procure the supplies
or services from a Single vendor.

(RFP's) are Advertised in the Bids and Proposal section
of the Baltimore Sun, The Daily Record, and the Afro-American
newspapers.
