| How to file your IFB, RFP response |
| Step 1 |
Be alert and review solicitations that are listed in the Baltimore Sun and African American newspapers. |
| Step 2 |
Contact the HABC procurement department for a copy of the RFP/IFB or procurement document. |
| Step 3 |
Read the bid document thoroughly so that you:
A. Understand the entire document
B. You can determine your capability to provide the goods or services
C. Don't assume a spec is the same as the last one |
| Step 4 |
Attend the Pre-Bid meeting, which is usually scheduled one week prior to the Bid Proposal due date. Ask any questions regarding the document and the procurement activity. |
| Step 5 |
Prepare your proposal
A. Follow all instructions
B. Answer all questions fully
C. Comply with the MBE/WBE goals
D. Fully execute and sign all forms |
| Step 6 |
Submit your Proposal/Bid, and deliver your fully executed signed Bid/Proposal on time to the address indicated. |
| Step 7 |
Bid/Proposals are evaluated as stated in the document
A. HABC may request a presentation, interview, or a Best and Final offer (BAFO).
B. If your Bid/Proposal id rejected, you will be notified.
C. If your Bid/Proposal is accepted and award letter will be forwarded to you.
D. If you are awarded the contract, you will be mailed a set of closing contract documents may include:
1. Contract
2. Bond Forms
3. Insurance Request
4. Sub-Contract data form |
