Charles M. Aquavella 443-984-1790
Charles M. Aquavella is both a registered architect and planner with a Masters in Urban Design from Pratt Institute. He has over 25 years experience in the fields of architecture, construction, development and real estate. Mr. Aquavella has won several design awards; has been the principal architect on several housing and commercial projects; and has executed many multi-million dollar real estate deals.
Over the past five years he has been employed by the Housing Authority of Baltimore City (HABC) as the Associate Deputy Director of Engineering, Construction and Facilities Management. He is responsible for three departments and has a staff of over 60. He is accountable for HABC's capital improvement programs, real estate endeavors and facility management projects.

Anita M. Chavis started her career at Housing Authority of Baltimore City (HABC) in 1973. Ms. Chavis has dedicated her entire profession to improving the quality of life for residents of Baltimore's affordable housing programs. She has over 25 years of experience in Public Administration and is recognized for her efforts in managing and maintaining a high performer status in HUD's modernization program.
Over the past five years she has been employed by HABC as the Director of Capital Planning. She is responsible for overseeing HABC's Contract and Grant Administration Office and has a staff of 7 people. She has budget authority over approximately $80 million annually in capital activities and is accountable for ensuring timely obligation and expenditure of HABC Capital Programs.

Michael A. Bates 410-396-4028
Michael A. Bates, an experienced Housing Professional providing over twenty (20) years of service in the field of Affordable Housing, Public Housing and Mixed-Finance. Mr. Bates is a graduate from the University of Memphis with a Bachelor's Degree in Architecture Engineering Technology. He has extensive technical knowledge in capital improvement, project management, construction management, contract administration, procurement; and maintenance. He is a certified Housing Development Finance Professional.
He assumed these duties and responsibilities in August of 2007. He is responsible for a team of technical professionals; (project managers and inspectors) and three divisions which includes; Architecture Design, Construction Management and Inspection and; Energy Conservation and Environmental Programs.
Assistant Director of Design
Michael Wodka 410-396-8468
Michael Wodka is a Mechanical Engineering graduate of Virginia Polytechnic Institute & State University (Va Tech). He has over 25 years of varied engineering experience from Consulting Engineering and Industrial Manufacturing to teaching facility management courses related to HVAC operations and maintenance. Mr. Wodka has been with the Housing Authority of Baltimore City for over 17 years progressing from a Mechanical Engineer to the current position of Assistant Director of Design.
In the past 17 years he has been involved in many and varied capital improvement initiatives from renovation and modernization of vacant properties to the replacement and upgrading of HABC's chillers and cooling towers. The past five years his activities have centered on the implementation of Federally mandated handicapped accessibility requirements (UFAS/504). This has involved coordinating the design and eventual construction of over 750 fully accessible apartments and 38 fully accessible development sites throughout Baltimore City.

Lawrence G. Gerst has a B.S. in Business Administration from Towson State University. Mr. Gerst has over 38 years experience in the fields of home building, home improvements, commercial and residential renovations, real estate, and home appraising. Over the past 30 years, he has been employed by the Housing Authority of Baltimore City.
Over the past two years he has been the Assistant Director of Construction Management and Inspection for ECI. He is responsible for four sections with a staff of 20 employees. He is accountable for Project Management, Construction Inspection, Wage Compliance, and the JOC program for the Division.
Assistant Director of Energy & Environmental Programs
Monica Watkins 410-396-4468
Monica Watkins holds both an MBA in Finance from Loyola College as well as a BS in Mechanical Engineering from the University of Maryland College Park. She is also a 1989 graduate of the Baltimore Polytechnic Institute. Monica has over 18 years of local utility experience in the areas of gas engineering & construction, energy accounting & billing and electric policy, rates & regulations. Additionally, Ms. Watkins is a member of the Association of Energy Engineers and holds certificates from the AGA Gas Institute in Pipeline Safety & Design as well as the Edison Electric Institute in Electric Rate Design.
During the past year Monica has been overseeing the development of the new unit within Engineering & Capital Improvements dedicated to managing HABC's energy and utilities. Ms. Watkins manages a staff of six who are responsible for energy performance contracting initiatives, CCTV camera installations & analysis, environmental monitoring, analysis & abatement as well as utility analysis & energy conservation. Monica has a passion for public speaking and has delivered presentations before many audiences on the culmination of the Maryland electric rate increase as well as on the importance of conserving energy and ways to do it.
Construction Services (Staff of 13)
Director of Construction Services
Buzz Wolfe 410-396-1292
Claude D. (Buzz) Wolfe, Jr. has 36 years experience in construction and general contracting. As a Master Electrician, with a background in Electrical Engineering studies, for 10 years he worked for and eventually managed Baltimore Electric Service Inc., a family owned electrical construction business. He then started a career in general contracting. Mr. Wolfe for 14 years was a construction manager at Struever Bros. Eccles & Rouse Inc. He then became the founding Director of the Construction Services Division (HABCo). Mr. Wolfe has held this position for approximately twelve years.
HABCo currently employs nearly 200 construction trade workers, administrative personnel and construction managers. HABCo projects have included demolition; landscaping and site work; commercial and residential renovation; and, environmental remediation with budgets ranging from several thousand dollars to over twenty million dollars.
Office of Facilities Management (Staff of 4)
Nabiel D. Yousif 410-545-6290 (Facility Planning)
Nabiel D. Yousif is a Civil Engineer with a Master in Structural Engineering from the University of Stuttgart - Germany. He has over 32 years of structural and planning experience in civil and building designs in Germany, the Middle East and the United States of America.
Over the past 4 years Mr. Yousif has been employed by the Housing Authority of Baltimore City (HABC) as a Project Design Coordinator for the Office of Facilities Management. He is responsible for space reconfiguration, moving and facility planning.
Gina Jackson 443-984-1817 (Real Estate)
Gina Klosowski has two Associate Degrees: one in Accounting and one in Supervisory Management. Her experience is in the fields of procurement, accounting and facilities management.
During the past 5-1/2 years, Ms. Klosowski has been employed by the Housing Authority of Baltimore City (HABC). She was first employed by HABC's Procurement Department as a buyer and in January 2003 she took on the role of Facilities Assistant. Ms. Klosowski handles all building facility needs for both HABC and HCD including furniture requests, office relocations and records management (archive facility). In addition to these responsibilities she handles all of HABC's corporate, commercial and roof top leases. During the last 7 years she has also worked part time as a tax preparer. Ms. Klosowski is also very involved in community activities.
Alfred Bellamy 443-984-1777 (Safety)
Alfred Bellamy, Jr. has a BS in Health Safety and Physical Education from Morgan State University. He has over 23 years service with the Baltimore City Urban Services agency, the last five of which he served as supervisor of neighborhood operations for over 18 centers. Mr. Bellamy has received awards for operations and safety from the State and City.
For the past thirteen years he has served as Safety Officer for the Housing Authority of Baltimore City (HABC) where he has been instrumental in developing and coordinating training programs for the resident population and staff which reduced the agency's overall safety record. Since his employment HABC has received Housing Authority Insurance (HAI) "Outstanding Risk Control Program" and Injured Workers Insurance Fund's (IWIF) "Continued Overall Reduction in Loss Ratio."
