What is Project Based Program
The Project Based Program is a component of the Housing Choice Voucher Program where housing rental subsidy is attached to specific rental units. In this program, HABC has contracts with specific landlords to offer units to applicants from the HABC waiting list. The participating landlord selects an applicant from the waiting list and requests that HABC begin the applicant eligibility process, which is conducted by the HABC. If the applicant is found eligible, the applicant can then be housed in the landlord's Project Based unit. The applicant pays a reduced rent as long as he/she remains eligible and resides in the specified Project Based unit. Because the assistance is tied to the unit, the applicant cannot move to a different unit and still receive assistance.
