The Capital Plan is implemented as follows:
Office of Capital Planning
Responsible for Physical Needs Assessment and formation of Long Term Capital Plans.
Office of Construction Services, HABCo
HABCo is HABC's construction management unit and "in house" general contractor.
Department of Energy and Environmental Programs
The Department of Energy and Environmental Programs is primarily responsible for the implementation of the Housing Authority of Baltimore Citys energy conservation and environmental programs.
Department of Engineering and Capital Improvements
Primarily responsible for the implementation of the Housing Authority of Baltimore City's Capital Plan, sections include Design,Construction and Inspection Services, and Energy Conservation and Environmental Programs.
Office of Facilities Management
Responsible for HABC and HCD office space design and construction and includes Facilities Management and Archive/Records Managementoffices.
